Fee Composition Matrix

The fee is calculated differently for various scenarios. The detailed fee heads for various scenarios are described below


For New Building Permit, fee is taken at 2 stages

  1. Application Fee – The fee has to be paid before submission of application. The following fee heads are applicable at this stage

    • Fee for development of Land - calculated at the rate of Rs 5 per sqm of plot area.
    • Fee for building operation – calculated based on built up area. There are four different kind of rates for Residential, Commercial, Industrial and Public Buildings respectively.

  2. Demand Fee – The fee has to be paid before getting the final approval certificate. The following fee heads are applicable at this stage

    • City Infrastructure Impact fee/Sanction Fee - calculated based on built up area. There are four different kind of rates for Residential, Commercial, Institutional, Housing Project and Public Buildings respectively.
    • Security Deposit - calculated based on built up area. The fee is applicable only on Apartments, Housing Projects and certain categories of Commercial buildings when built up area is more than 300 sqm.
    • Purchasable FAR/TDR beyond base FAR – The fee is applicable in case the proposed FAR has value greater than 2. Before sanction of Building Plan, fees towards purchasable FAR, will be calculated by the Planning Officer and the same shall be deposited by the applicant.
    • Fee for temporary retention - The Authority may allow retention of any unauthorized structure for temporary period on deposit of retention fee.
    • Land conversion fee – The fee is applicable for conversion of agricultural land to non-agricultural land for building plan approval and layout approval.
    • Shelter Fees – In cases, where EWS/LIG plots are not being provided in a layout, the applicant can pay a “Shelter Fee” on the Benchmark Value of land that would have been reserved for such EWS plots.
    • Compounding fees for regularization of unauthorized layout/subdivided plot – The developers of unauthorized layouts/owners of sub-divided plots of an unauthorized layout may file an application individually or collectively for regularization of case by paying the Compounding fee.
    • Compounding fees for regularization of unauthorized Construction/deviated construction – The fee is applicable in case development has been undertaken without permission or construction is done up to 20% beyond the permissible norms of the regulations with respect to front, side and rear setback (with not more than 10% deviation from permissible FAR).
    • Construction worker welfare cess – Applicant shall deposit the Construction Worker Welfare Cess (CWWC) calculated at 1% of the project cost. (Recommended project cost is Rs 1750 per square feet)
    • Balance fee for development of Land – The fee is applicable for endorsement cases where provided plot area is different from actual plot area. Fee for development of Land is calculated for any extra area identified during scrutiny.
    • Balance fee for building operation - The fee is applicable for endorsement cases where provided built up area is different from actual built up area. Fee for building operation is calculated for any extra area identified during scrutiny.
For Addition/Alteration, fee is taken at 2 stages

  1. Application Fee – The fee has to be paid before submission of application. The following fee heads are applicable at this stage

  1. Application Fee – The fee has to be paid before submission of application. The following fee head is applicable at this stage
